Shogi Club 24
Shogi Club 24 is a Japanese shogi website that, at any given time, has thousands of players online, so it's very easy to find a match. On the upper righthand corner of the front page there is a link to an English page.
The only downside to Shogi Club 24 is, the players are very, very strong. Many of the lower ranked players are strong enough to be dan holders. If you have a pretty good competitive spirit, go ahead and give it a try.

Re: Shogi Club 24
Although the players there are VERY strong. If you aren't at least a 1500 solid on PlayOK, I don't suggest you going there as you may be murdered.
I'd get assassinated there... Hehe. Maybe in the near future, since I'm working on getting better.
